How Plan B stacks up against the red plan
Plan B
The plan developed by Let Duluth Vote is broken into two phases. The two
parts could be implemented simultaneously or separately, depending on a review
by a blue ribbon panel composed of educational professionals and citizens after
the plan is adopted by the Duluth School Board.
Number of schools included in plan: All district schools remain open
during phase one. In phase two, there would be three high schools, three
seventh- and eighth-grade middle schools, and 11 kindergarten through
sixth-grade elementary schools. Woodland and Morgan Park middle schools would
close, replaced with two new seventh- and eighth-grade middle schools on the
Denfeld and Central high school campuses. Plan also closes Lester Park
Elementary.
Scope of construction in phase one: Repair and remodel all schools
Scope of construction in phase two:
Build new seventh- and eighth-grade middle schools on Central High and
Denfeld High campuses alongside high schools.
- Change Ordean Middle School from sixth- to eighth-grade school to seventh
and eighth grades, and make all remaining elementary schools kindergarten
through sixth grade.
- Build new school on Rockridge Elementary site that would serve both
Rockridge and Lester Park populations.
- Build new kindergarten through sixth-grade elementary school on Lincoln
Park site.
- Expand Congdon Park
Total cost of plan: $113 million for phase one; $190 million for
both phases
Total operational savings created by the plan: About $1.1 million
a year. Savings are realized by operating less square footage in district,
among other things.
Annual tax impact on $125,100 home: Between $134 and $140 for life
of 20-year bond, or $2,680 to $2,800 over 20 years, depending on how
operational savings are used to reduce tax impact. Art Johnston of Let
Duluth Vote said his group would rather divert operational savings into
programming, which may slightly increase tax impact.

Red plan
The plan developed by the Duluth school district with help of
consulting firm Johnson Controls.
Number of schools included in plan: Keeps two high schools, two
middle schools and nine elementary schools. Plan calls for closing Central
High School, Woodland Middle School, Morgan Park Middle School, Rockridge
Elementary School, Lincoln Park Elementary School and Nettleton Elementary
School
Scope of construction included in plan:
- Build new Laura MacArthur elementary school, new Piedmont/Lincoln
elementary school, new Lester Park/Rockridge elementary school and new
western middle school.
- Remodel and expand Denfeld High School to accommodate increased student
population; remodel and expand Ordean Middle School to turn into eastern
high school; remodel and expand Grant Elementary school to accommodate
students from Nettleton Elementary.
- Repair and reconfigure East High School into eastern middle school.
- Repair and/or update remaining schools.
Total cost of plan: $293 million
Total operational savings created by plan: About $5.3 million a
year. Savings are realized by operating less square-footage, among other
things
Annual tax impact on $125,100 home: $110.64 plus $3 a year for
remaining 19 years of district’s 20-year bond. With the increase, the
owner of a $125,100 home would pay about $2,790 over 20 years. The district
opted to divert operational savings gained from red plan to reduce tax
impact.
