Putting the November operational levy at Jeopardy Even when there are no other controversies like the Red Plan passing referenda for classroom spending is a dicey business. This year one third of the school districts asking for them were turned down. Unlike the Duluth School Board's singular and unexpected power to avoid voters on the Red Plan they can not ask for excess levies without voter approval. Currently Duluth puts roughly 5 million yearly into the classrooms based on the voter's approval of a 2003 excess levy referendum. If the voters were to vote it down in 2008 when it comes up for renewal it will be nothing short of calamitous for the schools. "The Minnesota School Boards Association reported Wednesday that 61 districts won on all questions, 32 lost out entirely and six had a split verdict on the multiple questions they had on the ballot."
